<p>*RICHMOND*- Governor Bob McDonnell announced this afternoon that Virginia’s DMV customer service centers will be open both Sunday and Labor Day in order to help process the backlog in license applications resulting from last week’s unprecedented computer issues. Extended hours will also be in place the weekend of September 11th and 12th in order to further assist Virginians. Today’s announcement adds to yesterday’s notice of extended Thursday, Friday and Saturday hours at the agency for this weekend. </p>
<p>*Below are the details of the additional Labor Day weekend DMV hours.*</p>
<p>Friday, September 3                All locations open until 6:00 p.m.</p>
<p>Saturday, September 4            All locations open 8:00 a.m. to 12:00 p.m. (Three local locations remaining open from 12:00 p.m. to 6:00 p.m.)*</p>
<p> Sunday, September 5              Three local locations open 1:00 p.m. to 5:00 p.m.*</p>
<p>Monday, September 6             Three local locations open 8:00 a.m. to 12:00 p.m.*</p>
<p>*The DMV locations that will have extended hours Saturday, Sunday and Monday: Alexandria, Fair Oaks (10:30 to 6:30) and Woodbridge.</p>

<strong>Governor McDonnell Declares State of Emergency as Precaution for Hurricane Earl</strong></p>
<p>*RICHMOND* &#8211; Governor Bob McDonnell today declared a state of emergency in the Commonwealth of Virginia, a step authorizing state agencies to take precautionary action to prepare for any potential impacts in eastern Virginia from Hurricane Earl. A state of emergency must be declared under state law so that additional resources are available and positioned for use if necessary.  The latest National Weather Service models show that Earl is expected to take a track to the east of the Commonwealth with minimal impacts.  Models also indicate Hurricane Earl will be well clear of the Mid-Atlantic region prior to the holiday weekend.</p>
<p>Speaking about the declaration, Governor McDonnell noted, “The current forecast has Hurricane Earl passing east of Virginia later this week.   However, a change in the storm’s path could bring hazardous weather conditions to eastern Virginia.  This declaration is a precautionary move, which will allow state agencies to be ready just in case resources are needed.”</p>
<p>In declaring a state of emergency, the governor authorizes state agencies to identify and position resources and manpower for quick response anywhere they are needed in Virginia. In anticipation of this weather system:</p>
<p>- The Virginia Emergency Operations Center is coordinating the state’s preparation for the storm at Increased Readiness condition with increased staffing .</p>
<p>-  The Virginia Department of Emergency Management is holding conference calls with the National Weather Service, local governments and state agencies.</p>
<p>- The Virginia Department of Transportation is making sure storm drains are clear in the Hampton Roads region.  </p>
<p>- The Virginia National Guard is preparing for possible post-storm response in the Hampton Roads region and the Adjutant General is now authorized to call up those resources he thinks are necessary to ensure it can fulfill its mission in the event the storm impacts Virginia.                                                                                                                                                                                                                                                                       </p>
<p>- The Virginia Department of Social Services and Virginia Department of Health are on standby and prepared to open state-managed shelters if those are necessary.</p>
<p>Virginians, especially those in Hampton Roads or travelling to the coast, should pay close attention to local weather forecasts. Also, they should have an emergency plan in case the storm changes its forecasted path. A slight westward movement in the track of the storm will increase the risk of dangerous weather in eastern Virginia.  We ask Virginians to remainvigilant.  In order to be prepared, all citizens should ensure that they stock up on supplies.</p>

			<content:encoded><![CDATA[<p>The DMV, Board of Elections and Department of Taxation are still unable to fully conduct daily business, and more importantly to provide the services Virginians depend upon. After recently extending and expanding the now $2.4 billion computer systems contract with Northrop Grumman and giving full oversight authority to the Virginia Information Technology Agency (VITA), this more than week-old shutdown is simply unacceptable. We rightly expect solid value in return for reliably paying our taxes. We deserve dependable stewardship and service from our elected representatives. And when that solid value and dependable stewardship fails us, we are owed honest explanations and quick support to solve the problems caused by these failures. I do not believe that this is true of<br />
the current systems shutdown and service interruptions.  I am disappointed that the information that would have allowed me to alert you more than a week ago of these state departmental systems failures was not forthcoming in a timely and complete manner.  Now more than 3,200 Virginia residents are waiting to renew or receive their drivers licenses and countless others have been prevented from receiving social services as well as juvenile and criminal justice services.  Playing catch-up will be difficult, expensive and time consuming.  I commend  the Fairfax County Police Department for agreeing not to ticket drivers who could not renew their licenses.  Thank you officers.  Please let me know how I can help you solve any problems due to this unprecedented systems failure.</p>

Kaye Kory, D-Falls Church. &#8216;&#8221;Later, we heard from the attorney general’s office telling us that was illegal, so we had to take them back.” “I decided it was important to be able to pass obsolete property on to charitable organizations willing to put it to good use,” Kory added, citing the “great digital divide” between students who can afford top-notch technology and those who cannot.</p>

Richard Henry Lee put forth the resolution of independence while Thomas Jefferson drafted the Declaration of Independence.  Independence was finally secured when the British Lieutenant General Lord Conwallis surrendered to General George Washington at Yorktown on October 19, 1781. As Virginians we can be proud of what our forefathers achieved for us and future generations.<span style="font-family: 'Times New Roman','serif'; font-size: 12pt;">  </span></span></p>
<p><span style="color: #000000;">As we celebrate with parades, picnics and fireworks, many Virginians are serving in harms way in Afghanistan and Iraq and many others are in service around the world.   Today while these dedicated men and women are far from families and friends continuing to protect our freedom and liberty, we pray for their safe return and thank them for their selfless service.  </span></p>
